2 - Starting a rebellion is not co-op, it's griefing.
3 - That's just playing different empires. You can do that right now.

5 - see here i know but it would be cool touch in playing coop in a single empire seem like ya dont understand :)
being able to have 1 player play the rebellion and 1 player the original empire is cool, and a nice touch if they decide to add it, but creating the rebellion in the first place should be a mutual decision in co-op.
in general your ideas also sound a lot like playing in a federation, there is voting on various decisions involved there.
yeah i just would like to see a wide range of options for somethings like this like adding a diplomacy option to coop like the Galactic Community and all it options that all :)
As for the griefing worries and to be able to force rebellion: you already can do this with this upcoming coop mode. Thus far what we've been told, there is nothing stopping other players sabotaging the empire by selling buildings, disbanding fleets, mass relocating pops and making terrible choices.
-Micromanagement of sectors
-micromanagement of planet (pops and workers fine tuning) (ie no more auto allocation of pop)
-management of factions and developing factions actions
-management of fleets
-job place for player to replace personnality IA with better bonus (research, amiral, governors, emissary...)
-micromanagement of station design (armaments, trading, ect...)
-infiltration gameplay for coop players (counter intel, spying...)
-management of fleets in more tactical combat (target designation, movement of ship made by coop players, activation of buff)
-why not gameplay with construction ship, or new mining ship controled by player to add some production buff or a trading ship.
-management of parallele galaxie (or system) through portal event.
-management of vassals or preFTL species and planets.
