Seriously - DX11 has been the standard Windows graphics API for years and still is. There's a DX12 which is supposed to be better than 11 but I've never noticed any difference.
No games that I am aware of use DX9 anymore - at least not any triple A ones and since DX11 is downward compatible with DX9 it doesn't matter at all.
I'd say 99.9% of Steam users have and use DX11.
DX11 issues - it's downward compatible with DX9. I don't recall any issues with DX 11 when I switched (years ago - can't even recall how many).
Switch over to DX11 (assuming your hardware supports it).

I wonder when (if) PD will remove the experimental tag from it if it works okay?
You can get rid of that problem by Alt Tabbing out of the program then going back in - this solves it only for that session though and you'll have to do it every time.
Speaking for myself I did not really see enough of a performance boost to warrant the switch to DX11 at this time, it may be worth it later when Paradox have refined it better.
Thankyou for the response, I will be sure to report it there too. I was worried it was an issue on my end to be honest.
The actual graphics displayed are the same in both modes.
