anyway to get federation members to assign a rep?

losing federation exp because the cohesion is -48 a rep from just one of the ai members of the federation would put the cohesion change into the positive

by the way if my official i assigned as a rep levels up will he contribute more cohesion?

1) No way to force them to assign a representative, but as I recall the AI is coded to do so the moment they get the Official capacity and available Unity.

2) Yes, the Cohesion increase is recalculated whenever a level or trait is gained.

Are you certain your Federation isn't losing exp due to horribly mismatching Ethics?

the ethics match exactly

i think its a case of official cap because the federation was made just after the galactic community and they have the most territory so their prob using officials for multiple sectors

the cohesion went positive when my official levelled up
