Closed Border allow construction ships though?
Does closed boarders not stop civilian ships to pass though? I had an enemy construction ship pass through my systems to claim a system I had my eyes on.

I had closed my borders to them and we were under a truce if that makes any difference.

EDIT - After doing some more reading it looks like a postwar truce allows ships to ignore close borders. So basically they declare war on me, I beat their ass, they surrender, they fly through my closed boarders and claim my systems, I can't claim the systems back because I have pacifist. I think that being intentional is worse than it being a bug.

You can claim systems while in a defensive war as a pacifist.
Ai will also typically only jump 1 system when building over borders so if you want to stop them just build 2 systems deep.

AI will build as much systems ourside their space they can afford influence..

Yes, forced open borders during a truce is one of the most ridiculous mechanics in any game, ever. Especially inflicting it on the winner of the war.

There's always Mods if you can't be asked to understand why that mechanic is a thing.

To a max of 2 jumps away from existing systems (unless Crisis empire so I've been told recently)

It's annoying the first time you encounter it, but once you know, it should be pretty easy to plan around it. You just need to make sure that they're actually "your" systems before the opponent can move through your territory.

As you already understood, it's a post-war effect, and their construction ships didn't claim "your" systems, only free systems.

In complement to what others said:

  • It's not only about post-war, it's even worse! When an empire breaks a defense treaty (not trading, etc), it also triggers the temporary application of the closed borders policy.
  • Another tricky system is that when fighting genocidal or other "menace" empires, any fully occupied territory is instantly lost by the other party (you), and ready to be claimed by a third party empire that would e.g. be at war with the same menace, and gain full control on the system on its turn.

You can however somewhat adapt to this given setting:
  • Once you are aware of it, provision for claiming systems in the depth near your borders, to prevent the AI to plan on expanding beyond.
  • As unsurveyed systems can't be claimed by construction ships, a good preventive stance would be to cheat the AI with the Close/Open borders action, before war erupts. Only one day has to pass for forbidden ships to be forcibly sent back to their base, and at worst, it costs only a reciprocal Closed border policy of same duration as yours.
  • Pre-position extra construction ships at the center of systems at risks, so that even in the case of a truce, if you have enough resources, you can outspeed their construction ships by building an outpost before they can.
