However even then it only changes when you can make claims and not whether or not you can declare war.
That's based on if you have a reason to declare war aka Casus Belli. Which you earn through different methods.
Making a claim unlocks the conquer Casus Belli, declaring someone a rival unlocks the Humiliate Caus beli, Being a genocidal empire unlocks one of the various cleansing Casus Belli.
So if you can't find it and it's actually effecting your ability to declare war then it's probably a mod problem or some data files aren't working and you need to verify game files.
And of course what he said, you need a reason for war, a goal.
Chances are, OP overlooked it, or a mod is changing it. A bug's also possible, but probably a lot less likely.
So if it's not there for you, you have a mod conflict, or a game bug. I'd try verifying your game files and if you have any mods looking if thy're updated correctly and their load order.
