Maybe that's exactly *why*, Windows 11 to be exact; is VERY buggy... and truly problematic.
Actually, I have tons of problems with 24h2. For example TW:Three Kingdoms and Hogwarts Legacy both don't want to start without some fixes because of this 24h2, I had problems with Nvidia App, and now I have problems with Stellaris... I don't want to search for fixes fixes fixes fixes constantly and have problems with almost any app/game I install. So I'm gonna downgrade to Win10 back. Never got any problems with it.
How come they do not engage in quality control checks prior to shipping out their products is beyond me- that's not only bad quality business, it is also dumb business practices!
If you have any mods uninstall them, check files for corruption (dont remember how its called in steam but its to check if the files are broken or damaged in any way and fix them), check if anti virus is blocking anything from the game (quarentine or deleting files (this is very unlikely though)), if it still doesnt work try to submit a ticket with steam and report what is happening (if they cant fix it you might get a refund at least... maybe...)

I checked files - they are not corrupted.
Antivirus doesn't block anything and didn't.
Idk, this is really unfixable... just downgrade to win10 will solve all problems
How come they thought that that'd be a feasible product to sell is beyond me!
Sounds very "Ferengi" if you get my drift, they'd do that: sell a completely broken and worthless operating system to customers, and make it so they cannot ever disengage that "contract".
But I have the same problem too and still can't find any solution, I tried everything even re install it but no luck. I fkin hate that onedrive all the time causes problems
by the way, the funniest thing is that pirate version works well, but license keeps giving me the error.
so i gave up and just started playing pirate version...
Copy into your launch options bar when in the properties section of the game on steam, it might be different for you so check first.

Things I did on the way that may have influenced the outcome
- updated all .net and c++ packages
-full reinstall of the game
-driver update for AMD GPU (seem that Nvidia can have its own host of problems but an update should in most cases would be good)
-disabled OneDrive as seems this can also cause some problems
THIS DOES NOT REMOVE THE .NET & C++ ERROR
All it does is skip the launcher where the error is occurring when hitting the play button, seems to be stable though after testing
