Cosmogenesis broke
So, I used mainly the tech to dominate, but later on decided to give myself a 'perfect' starting point by creating a heavily subsidized vassal with all my former systems.

Now, I have the Horizon Needle, but am unable to embark. Following things may have caused it to break:
- I already won the game after defeating the Contingency due to being so late in the game that I triggered the score goal
- I traded my last non-capital system by creating a vassal AFTER creating the Needle
- the Scourge spawned, so I am technically inside an endgame crisis.

Which of these may have caused the needle to break? Are you not able to do it after the game is already won? Because an Endgame crisis is going on? Because having it bugged by turning my last non-capital system into a vassal?

My bet would be one of the latter two, possibly the vassal one.
On my cosmogenesis game i didnt get to the needle stage, only being interested in the tech. Is there a situation log concerning it?

yes, it tells you to embark your population on all your planets, finishing with your capitol. Since I had no other planets, though....
