How to use cheat engine

I've borked my game with the Eldritch horror turning my capital world into a black hole. I have a save just before this happens
How do I use CE to enable the console in Ironman mode? I've seen a number of posts on running a script to clear this event, but none of them clearly explain how to open the console.
I downloaded cheatengine.exe and a .ct file. I opened the process, ran a scan but now what?
instructions on how to fix my planet from becoming a black hole appreciated
