Idk how to bypass those bec im ♥♥♥♥♥♥♥ stupid
Im trying to invade and enslave a pre-FTL civilization bec one of my scientist thought that would be great idea to turn sides and help that pre-FTL civilization develop (I aint letting that slide) so my monkey brains responds was to invade but for some reason I cant since my policies dont allow that and I cant get rid of the remaining requirements

the remaining requirements to change policy and invade those bastards:
-Has Pacific Ethic (idk how to change that)
-Has Fanatic Pacific Ethic (same here)
-Has Fanatic Xenophile Ethic (and the same with rest)
-Has Exploration Protocols Civic

Could someone help my stupid ahh with those so I could get my revenge on that scientist?

It will take a good 10 or 20 years, but the rogue scientist is an event chain that will eventually end with you sending some armies on a Special Project to "retrieve" them.

When it comes to changing Ethics, you need to go to your Factions tab and see what's available there, with each faction having a randomly generated name. This will be dependent on individual pops in your empire. If you have several pops with, for instance, the Militarist Ethic, there will be a faction for Militarism.

You can choose to Support or Suppress factions, increasing the desirability of the associated ethic for pops to switch to. Once a faction has above 20% support (in that a minimum of 20% of your empire's pops belong to it) you can choose to Embrace that faction, moving your Ethics in that direction.

As a Pacifist, Embracing a Militarist faction will immediately shift your Ethics to Militarist. If you were already Militarist, Embracing a Militarist faction will immediately shift your Ethics to Fanatic Militarist. If you were neither, you will become Militarist and lose whichever Ethic had the least support among your pops (if that Ethic happened to be Fanatic, it will merely be downgraded and you'll now have three normal Ethics).

Update: Thanks for help, I was able to force-fully make them my subject but it didnt last long since I got my ass destroyed my a Hostile superior empire that sent me back to stone age, so I did what a normal person would do.. I started a new save where I spent rn 3h and destoryed a Empire in 2 wars, destoying their intire fleet until my fleet got tired of war so I had to end that one, but probably when I will be able to go to war again I will get their intire race under my rule, Thanks again for help :)
