Your issue in particular is probably a very niche issue, too. Most people seem to use one of the modifier keys, or a combination of them, as push to talk.
so "because most people don't even seem to be using most hotkeys" is not a valid excuse after all these years.
that is if the studio running the live service know what they're doing or actually care about their customers.
If most people don't even use hotkeys, then that's a strong argument that this time should not to be used on rebindable hotkeys. Plus, the devs have said in the past that implementing them for Stellaris would require a lot of work, so I wouldn't wait for them to be implemented anytime soon or, perhaps realistically, ever.
Seems simple fix to me, just unbind your PTT key and assign it to something else. If your PTT key is hard fixed to the console key, then perhaps that is your problem. Good luck.....
