Still Can't Change Keybinds In 2025
I use ~ for my push to talk, but cannot unbind it from opening the console.

It's 2025, pretty baffling that there's actually 0 way to rebind keys in this game.

I know, right? I would appreciate simple improvements like this (many other small things) rather than new DLC's. But the developers don't ask me first. I once did a big search and found that there is one file you can edit to change those F keys - I put fleet manger on F2. But for the life of me I can't remember how to do it. But if you dig around the internet a bit to find the file that controls the keys, at least the F keys can be changed. I'm not sure about the other keys.

It's just not a big priority, because most people don't even seem to be using most hotkeys if the forums are anything to go by.

Your issue in particular is probably a very niche issue, too. Most people seem to use one of the modifier keys, or a combination of them, as push to talk.
when their a#s turn the game into a live service one, QoL improvement became one of a big, never ending on the top priority list and should always been looked into...

so "because most people don't even seem to be using most hotkeys" is not a valid excuse after all these years.

that is if the studio running the live service know what they're doing or actually care about their customers.

Unfortunately, this doesn't help for what I need - my PTT key is the 'toggle console' key. They need to be different, not both remapped.

Whether it's an excuse or not is for any individual to decide, but fact is, developers will generally prioritize their limited time on things that have a meaningful impact for a large amount of people.

If most people don't even use hotkeys, then that's a strong argument that this time should not to be used on rebindable hotkeys. Plus, the devs have said in the past that implementing them for Stellaris would require a lot of work, so I wouldn't wait for them to be implemented anytime soon or, perhaps realistically, ever.

Seems simple fix to me, just unbind your PTT key and assign it to something else. If your PTT key is hard fixed to the console key, then perhaps that is your problem. Good luck.....
