Automation Building provides arbitrary workforce?
It seems to provide 10-25% automated workforce, differing by planet and district. Its upgrade, the Optimization Building, does provide twice as much (as far as I've tested), but still that's often half of what it promises.

So, what governs how much workforce it actually automates? Or is it just buggy?

For the most part, I've seen it provide exactly what it says on the tin, with the two exceptions being Clerks (9% instead of 50%) and Enforcers (5% instead of 50%).

Ignore the printed number on the job, hover your mouse over the workforce capacity bar to see the actual amount (the tooltip is the one that also tells you about efficiency bonuses/penalties).

Mousing over the workforce capacity bar doesn't show anything interesting. 631/1400 workforce employed, with 23.1 extra workforce from efficiency. Without hovering I see the the base and extra added together precisely.

I have an Optimization Building so I would expect there to be 700 workforce before adding pops. There are 230 pops so should be 700+230+23.1=953.1 workforce. A fair bit more than 631.

One district is giving ~19%. Another, ~26% - both with the Optimization Building. I got those by reducing the max workforce until I was just above the automated part (with the gray gears).

Just checked actual resource output... it automation building and optimization building add basically nothing - small enough that I'm not sure if the change was from my disabling/enabling the buildings or from something else.
