Federation President AI refuses to achieve war goals.
I declared war on this empire with my federation, mid war president changes war law to be "president decides". Now we have enough acceptance to "Achieve War Goals" but "Only the President" can do that. The AI President simply refuses to win a war, why??

Is the president's war goal met? Did they HAVE a war goal to begin with? If they didn't, and you merely dragged them into a war, then they CAN'T achieve goals they don't have.

For example, if you went to war for a Claim, the president needs to have the same claim(s). If you wanted to Humiliate a Rival, the president would need to have them as a Rival also. If you're using a Civic-originating CB like Barbaric Despoilers' Despoliation or Letters of Marque's Pirate Raid, the president must share those Civics.

You willingly involved your Federation in a war without having first prevented them from changing up how they interact with warfare. That's going to cause, or at the very least risk, massive problems.

I started the war when war declaration law was set to majority vote, then the president changed the law to president decides meaning I can't call for a vote to achieve war goals (or otherwise ask the president to press the ♥♥♥♥♥♥♥♥ button to WIN).

It is a war for claims, we occupy all claimed territories, only problem is the enemy occupies some of my territory (and a planet) and they have subjugation war goal, meaning they will get a piece of my empire as a vassal on status quo. 100 Days until war exhaustion forces us to status quo.

If the President would just click the damn button we would win without losing anything, but no.
Maybe it's a bug. Since the president wasn't the original war leader, he can't actually finish it but he's also the only one who should be able to.
Are you playing ironman?

yep, Ironman. So I can't really take control of the AI and "fix" it.

you can edit save to disable ironman, cheat an reenable ironman.
Game will continue as if you had ironman whole time.

I use it to get black hole rare event. I love that event.


go to "your user"\Documents\Paradox Interactive\Stellaris\save open your playtrough folder open ironman save with winrar, extract gamestate open with text editor and set ironman to no.
Load save, cheat, save.
again go to save folder open new save, extract gamestate set rionman to yes and reimport it.

load your new save it will be fully functional ironman, next autosave will use ironman save file

That's good to know, thanks. I assume achievements won't work anymore though? Not that it matters really, I just wish Paradox would fix that damn AI.

Ok I went into debug. Seems like it is a bug because when I play as the president his Peace Offers are also grayed out saying that only the main attacker/defender can send/receive offers...

That's what I thought. Then you should instead go to the other side's leader (the empire you actually declared war on) and surrender.
