Deep Space Citadel looks nice

Gotta say that the DSC interests me more than a lot of other stuff in recent updates. In fact, it's pretty exciting and a different style of play!

Is this going to be part of a DLC or will it be rolled into 4.0?

It better be rolled into 4.0 because it's basically a feature of stations they removed back in the FLT update. Either way though, I am looking forward to this:

If several players choose to be a Starlit Citadel empire, each will begin with their own perilous portal and their own Deep Space Citadel. As the campaign unfolds, these enigmatic wormholes are revealed to be more than isolated anomalies. Like spokes on a terrible wheel, they all lead to a single, central hub.
