Not after. Alongside the DLC, like every large rework.

So the 5th of may is the estimated date.
If they're smart, they'll delay it, because it's nowhere near a state where it could reasonably be in a release-worthy state in a month.
Can you give me a rundown of the drama?
I know you didn't ask me, but if i may be of service i'l offer a answer anyway.
Wouldn't really say there is much drama.
The Devs released a "earlier then usual" beta that they openly pointed out was in a barely functional state. They wanted people to test specific things and recommended not to use anything but the most basic empires because anything more advanced (gestalt empires, unique starts, civics that changed jobs) would be outright unplayable.
The only drama would be a few people that didn't read the developer post and went in expecting a more typical beta (mostly functional, with bugs and balancing to work out).
By my judgement Xaphnir simply seems to think they won't be able to reach a reasonable game state in the time remaining (using the current state of the beta as the jumping of point). I do not necessarily agree personally.
Honestly, it's pretty much a par for the course beta. You release aspects of it at a time so you can get concentrated data on what you need tested instead of people playtesting it as a live version and then.. not giving the data you need and/or missing the problems there may be, because it's a lot harder to break a fully functional product than a pieced together product.
You know, like all those bought beta access which is usually a fiasco, because they are essentially a playtest of your finished product.
PDX came into the beta locked down on what they were doing but people expected some flexibility. The usual retinue of sycophants have already rushed to their defense making any criticism pointless regardless of merits. There are more simps on the PDX forums than on OF.
It's not your IP, you don't get to tell PDX what the game should or should not be. You are but one teeny tiny opinion in a sea of opinions. You. Do. Not. Matter.
