Is the mercantile tradition and trade Federation working in the beta?

Which part of the mercantile tradition? I picked it last game and it did do stuff. Which part should or would be broken?

Parts are working. Trade policies were broken last time I tried since the new trade ressource appears to not be connected to them. So, marketplace of ideas and consumer benefits were useless.

Rest of the tradition did seem to work although I did not pay much attention since I picked it up for the unity and got pretty niffed at it.

Wasn't working last time, and the patch notes don't mention it, so it's probably still not in yet.
