Damn, I thought it was soon so was delaying my next game.

There'll be an open beta at some point, where you can opt in in the Steam client to try out the beta. My guess is this will start in early or mid April, and be scheduled to last for a couple of weeks but then the devs will decide to extend the beta availability up until the release of 4.0.
The devs have warned that the beta branch will not be optimized, programming i.e. for using multiple CPU cores and so forth, so performance will not be as good as in the actual 4.0 released.
