Release of the v4.0 update will very likely be in mid may this year, to coincide with the release of Stellaris 1.0 nine years ago.

There'll be an open beta at some point, where you can opt in in the Steam client to try out the beta. My guess is this will start in early or mid April, and be scheduled to last for a couple of weeks but then the devs will decide to extend the beta availability up until the release of 4.0.

The devs have warned that the beta branch will not be optimized, programming i.e. for using multiple CPU cores and so forth, so performance will not be as good as in the actual 4.0 released.

Given that Paradox has been making bank with this marketing strategy, there's absolutely no incentive for them to do this. Sorry.
