When it comes to the types of empires that are spawned, there is some normalization, but it's not very strong overall, so you can get quite lopsided galaxies. Hives / Machines tend to be especially common if you lack the DLC for the other, since both use the Gestalt "Ethic".
As for galaxy empire generation, the AI TEND to be spawned somewhat similar to your empire, or opposite. If you are Megacorp, you'll find a few more empires that are ALSO megacorp. If you are Fanatic Xenophile, you'll probably find more Xenophobes. It appears to ere on the side of "whichever would give the player some challenge", but NOT ALL empires will be this way. Just that whichever YOU are, the galaxy will generate empires that are at least in some way a challenge.
