Embarked last colony but no capital Embarkation option?

Is this a common bug? Is there a fix?

Your Horizon Needle automatically embarks most of the capital's population, but leaves some as a failsafe against your scheme not working - it DOES work, but your empire is not so stupid as to risk its entire existence on that.
