Report a translation problem
The steam page for the galaxy content states more than wallpapers etc to the point it's almost false advertisement, especially considering none of it actually seems to be available.
Starter Edition Customer here as well.
If it appears in STEAM Stellaris DLC library then it has downloaded the content.
In the game launcher it doesn't show up in the DLC section if it should.
Browsing local files (including DLC folder) nothing seems to be 'signposted' as the relevant extra content.
In the grand scheme of things it seems trivial to be getting up tight for something that will only be looked at a couple of times but there is a feeling that something is being sold that is no longer available.
