I think it contributes to the galaxy feeling a little more dynamic and alive.
People want to be baby-fed a giant, customizable: "YOU WIN!" bumper sticker for winning a game, and often they want it before they call the game "boring" because they decide to cheese the AI and abuse the meta. They absolutely abhor challenging their-selves to find satisfaction in overcoming that challenge.
Your complaint is sort of like saying "Man, this game sucks because other empires attack you and take planets before you do, and that's all pure annoyance."
But its not hard to repel storms in the mid game either (at that point they largely become a non issue for a normal empire).
