Regarding "Sic Semper Tyrannis", the trick is to be the strongest empire diplomatically, with an Authoritarian Ethic, and either set up a vassal to be released or wage an Ideology war. Force them to become Custodian, even against their will, by nominating them for the post. At that point, just wait for them to try becoming Galactic Emperor and support them, then betray them after.
NOTE: You must not destroy their last planet with a Colossus or Star-Eater or bombardment or what-have-you. The AI empire MUST still exist at the end of the war and you must choose to enforce your war goals. So don't be like me, who set up a Payback game against Minamar Specialised Industries and blew up their capital, forcing me to repeat the entire exercise on a new game where the AI decided to take the Subterfuge Tradition and made the process take about three times longer.
Oh yeah, whatever you can do to make the spy process easier - do it. Take the Subterfuge and Psionics/Virtuality Tradition yourself, seek out the Orvall system to revive the Fumongus, appoint Ambassador Officials with the Shady Contacts trait to your council (potential post-astral rift paragon Mercedes Romeo also has a Codebreaking bonus), and maybe even reform your Civics with Cutthroat Politics and/or Shadow Council, and turn on the Bureau of Espionage Edict (and the Dark Consortium Civic gives another possible Edict). Whatever attempts the AI makes to ramp up its Encryption and make it absolutely awful to conduct espionage against it, preemptively counter by stacking Codebreaking bonuses.
