why in gigastructural engineering, i cannot use the EHOF facility?

Have you fulfilled all the conditions for its use? And I do mean all of them. You sure there's not something you've missed along the way? Something you've been thinking "Oh yeah, I did that" but you overlooked?

the interface screen doesn't pop up at all. and i'll try that.

If you're using any UI mods, make sure they have some sort of compatibility patch. Otherwise the EHOF's UI won't work at all and it'll be unusable.

i'm only using the one that was reccomended for gigastructures
i'll try removing that
