They have pretty much *everything* but that lmao
But making a planet out of nothing? Does not have that as far as I am aware. Closest thing would be harvesting asteroids and planets for planet mass to make the completely absurd Planetcraft ships, which don't really work like worlds so much as actual planets that you fly around to murder your enemies.
But I want to make my own ♥♥♥♥♥♥♥ planets lol
Don't worry, there are lots of planets in galaxy. You are doing your cpu a favour late game when there is too many pops. Simply convert them all.
something like this is for if you just want to spawn them, but i prefer just changing existing planets instead of spawning them at weird spots.

That mod captures the essence of what I want to do--the second one you linked--however it's just spawning them in, not actually building them per say
Later on in the game after some research you can unlock Celestial Manipulation, which starts you with learning how to build asteroids, but before hand allows you to build stations, it then moves onto letting you learn how make worlds which at first starts with a random generator for any class of planet that exists in the game to be built at the end, or sometimes fail and create broken/shattered worlds instead and ends with perfected world construction.
