If you're thinking of "loyalty" in the Civ 6 sense, where you can peacefully take over other empires colonies by applying loyalty pressure. Or you're worried about losing yours. Then that's not the case.
"Loyalty" in Stellaris is a measure of only one thing; Whether your vassals like you. A loyal vassal isn't going to pledge secret fealty to another empire, or try to break away. A disloyal vassal will.
If you have no vassals, or are a vassal yourself, then loyalty means absolutely nothing. It's exclusively to tell you how much the AI likes, or loathes how you're acting as their overlord.
What does that even mean? It's not like there is a "loyalty mechanic" that is used in all the games. Any game that even has anything called loyalty works completely differently.
