Habitat can't have max building slots anymore?

I can only manage 2 rows for the habitat building slots with the technologies and ascension perk, is this intended? Why even have the building slot icons if you can't get them without some kind of mod?

habitats are locked at 8 max building slots (not including the spot used for habitat capital building)

+2 from tech
+2 voidborne (void dwellers only)
+1 tradition (modular superstructures)
+1 civic (functional architecture)
+1/2 habitat capital

the reason you see 2 rows is because habitats are just small planets (to the game) and planets can hit max (11 not including capital)
