How do I get the Star-Eaters?

Hello! I'm a bit stumped. I just researched the 'Tearing the Fabric' in the situation log needed to become the Crisis, but now I'm stuck. It mentioned needing to gather energy through Star-Eaters but I can't figure out how to get them/where to find them. What am I missing here? Thanks for any help you can offer!

you get star eaters when you progress to the last level of menace

So after the 'Becoming the Crisis' disappears from my situation log, it still doesn't mean I've become the Crisis yet?

when you get to the final menace rank thats when you become the crisis and have to build the engine, you get star eaters from that point
