The AI can also pick to become the crisis, though I think (or rather I'd assume) it has a very low likelyhood to do so, unless they're a purifier type empire.
It does not. Literally every game since 3.0 somebody has become the Crisis. Every one. I've had purifiers/exterminators, regular machine intelligences, and perfectly normal empires become the Crisis. Hell, even in my one playthrough where I became the Crisis there STILL was an AI nation that took the perk as well. I just beat them to the punch.
