1. I'm the host and I can see that I have the DLC
2. She is not trying to do that
3. I'm aware of this and had her work on creating a new empire in the multiplayer lobby
4. She is in the lobby with me
5. Neither of us are running an outdated version of Stellaris

you could create one yourself and give her your user_empire_designs.txt
at Documents\Paradox Interactive\Stellaris
have to restart game to load it

maybe she cant scroll down or some other ui problems?

IIRC humanoids/plantoids did not share, but those were purely cosmetic, and worked regardless of what host has. No idea if Lithoids/Necroids are treated the same. I guess, you can try changing host and see if you can use those?

Alternatively, can ask on PDX forums for porper clarification.

has_necroids = {
host_has_dlc = "Necroids Species Pack"}
it's not local_has_dlc so i dont think that's the issue

actually, now that i think of it, the necroids portraits probably don't share because they're purely cosmetic(unlike lithoids who are linked to the portrait) but the origin should exist for her still.

Yeah, the origins were locked too. I played a game with my buddies the other day and everything was just fine

DLC ownership doesn't lock people out of games or content that would otherwise be part of the Galaxy. However anything that would be an empire option, or something like a random event spawn is not going to be unlocked if you don't have the DLC.

For example: If the Host has Federations and the client doesn't, the Host can initialize a vote to turn a federation into a trade league which the client can be a part of. However the Client would not be able to initialize the trade league vote themselves or form on on their own.

Similarly things that spawn in the game due to a DLC will be shared. So L-gates, Leviathans, End game crises, and DLC species will all spawn in universe and can be interacted with if the Host has them.
However this does not unlock DLC content options for Clients that don't have the DLC. You can't be a megacorp without the megacorp dlc. You can't be a Necroid or use death cults without the Necroid DLC. And you can't build DLC added Ship types or megastructures without their dlc... or choose their associated Ascension perks.

I hope this explains things. Like you already know Not having the dlc doesn't prevent players from playing together. However the host owning all DLC is not going to temporarily grant access to DLC empire content for those that don't either.

Have you tried all that for yourself? I'm pretty sure a lot of that isn't accurate.
Afterall, not having access to the ascensions or megastructures while the host could build everything would be pretty impactful.
As far as I know, the only thing that the clients don't have access to are the species packs. Back when they were purely cosmetical it wouldn't have any impact, with lithoids and necroids having unique mechanics it's unfortunate but still not that impactful.

in a multiplayer game everyone had access to the non-cosmetic dlc features for any dlc that the host has active
