Also in traditions, supremacy, other sources etc
You sure your neighbor isn't a fallen empire?
I can't remember if their fleets were in that range or the 300s
Their tech is more advanced than yours, also depending on difficulty settings and other modifiers.
I'm on Commodore ironman and usually around year 2350 my fleets outshine all the empires

Not an Issue with the DLC since 50 Battleships are 400 Fleetcap. With Paragons you can get up to at least 525.
Also Mercenary, Federation and GDF-Fleets have other rules to play by.. the GDF-Fleet for example starts out with exactly 400 Fleetcap.
I got lucky this galaxy and I'm isolated. It's 20 years in and I only have a total fleet cap of 24 ships

Honestly I've never tried it. Think of it though just like a state in any country ceding from their authority

There are two fleet limiters - Fleet Capacity and Fleet Command Limit. Fleet Capacity encompasses all of your fleets/ships, but can be exceeded albeit with an increase in energy credit upkeep. Fleet Command Limit is separate for each fleet you have and cannot be exceeded, with each type of ship counting for more towards capacity. Corvettes and Frigates -> 1 | Destroyers -> 2 | Cruisers -> 4 | etc. It's intended for bigger ships to take more capacity, so check what other types of ships your neighbor has with those 50 battleships.
Chances are they just have more military tech than you at that point.
As noted, don't feel like you're doing anything wrong, check your neighbors' ethics and your difficulty setting. As time goes on, if things feel too easy you can scale it up.
