Why can i not take this pre FTL civ planet?
I can't land my armies or interact with its leader. It's been in my territory for ages now i expanded a lot but now i felt like taking it over. Usually i interact with the civ and say "bohoo we're aliens" then land my armies and take it over. But it has a ? as its civ and i can't interact with it. I did all first contacts i've found, pretty sure i discovered most of the galaxy.
The hell?

do you have interference policies in your decisions? you got to enable them i think. the goverment cannot bend it's own rules.

Nope. I just checked i have to proc my first contact with then but they're right there in the middle of my empire... Idk

Do you have aggressive intergerence enabled in policy. You need to set your pre ftl policies to change how you interact with them.

if you can invade others but not this one, it probably has that missing scientist event going on. (or a similar event, but the scientist one takes forever to resolve.)

it should have some "we can't reveal ourselves" red text on the observation post if this is the case.

I think it was just bugged, i built a colossus that could turn all pops into robots on the planet and make it mine so i did it

Not only does interference policy affect the ability to invade primitives, so too does first contact policy. You have to have aggressive first contact in order to invade primitive planets.

However, in your case it does seem like this might have been some bug, because if I am not mistaken you get a message saying why you cannot invade a primitive when you try it and your policies prevent you from doing so.

this was the issue that stopped me, first contact was the issue, set it to aggressive, and it finally worked. xD thank you for this, this is the ONLY place ive found this answer so clear.
