Because even in Endgame with 180 Year old Leader's and EXP-Gain stacked to 150% ( wich i have never done before the patch ) and without the penalty the highest i got was as a Level 8 Admiral who retired soon after.
While before the Patch i had multiple Level 10 Leader in my Empire.
Dude, you just suck at the game. (Which seems to be the problem all the patch haters have.)
My current council are all level 10, in fact I've had some die, get replaced by a complete newbie, and then have that new councillor reach level 10 again.
So, seriously, learn to play.

Funny coming from the guy who was caught being unable to read a tool-tip and is only spewing false facts about ingame-mechanics in this board but with an ego equal to the hindenburg.. bloated and easily flammable.
You seem to forgot that those ministers double as working leaders.. meaning if you compare a level 6 Admiral to a Level 10 Admiral you loose out on 12% attackspeed and 40 Fleetpower alone due to the level. on top of that the traits and destiny-trait you can get.. which can boost both the fleetpower and the comand-cap to an absurd amount, making all the difference in battle.
Also.. this thread is less about "needing a Level 10 leader" but more about the claim that leader level fast a claim i contest have delivered visual evidence for.
If I had to guess, you're not use the leadership conditioning council focus.
If you would pay attention to the detail you wouldn't need to guess. Mayhab i can steer your attention to the agenda that is currently in the built-up and half done?
And funny how you can't seem to give a simple screenshot to proof that you are not lying.. but keep claiming that other ppl "just don't know how to play".

You should shop around for leaders with councilor traits you want to stack. Raw levels are useless. You should get rid of those leaders and raise new ones that benefits from better tech/tradition/3rd civic.
Well, if you read what I wrote. I said I didn't know and that idea was a guess and an afterthought.
I admit I didn't check again to see if my causal afterthought was contradicted. Oh no!
You accused me of using mods. How would a screenshot disprove that?
I know its a terrible council. But that is what i have to work with, RNG hasn't been really kind to me since the update.
Both in what trait-picks i got and what Leaders i am able to recruit.
And at least in this game i haven't gotten traits like -30% Fleetcap oder +15% pop-upkeep... .yet.
I also accuse you of lying and a screenshot of a level 10 council would at least prove that you have one.. be it with mods or without.
