Just play with the new cap. You just may, like me, find out that the new cap on science ships (really leaders cap) makes the game MORE fun, more challenging.
All it means is you must be smarter about where you explore and how you explore. More leaders will come as the game goes on.
The mistake too many are making is they want to play the new 3.8 but play with old 3.7 rules/coding.
Your competing empires have the same rules/cap as you do so it is not like you are at some inferior position.
I'm telling you, Stellaris is now a much more fun and challenging game. Just play it. You will see as you discover more and more new stuff in 3.8,
ADAPT. Remember, one of the Traditions in Stellaris is ADAPABILITY. That's exactly what players need to do. Adapt and then go out and learn ways to play with the tactics and strategy you want to as you learn new ways, new tools and new toys in Paragons 3.8.
This is just bad. it completely changes a game from something I gladly paid for to something I don't even want to play. And I've already paid for it.

Please, why can you only have 3 science ships?
I usually run 4-5.
Are you not producing any unity?
Playing plunderer necros got nerfed really bad, since the whole concept is about warfare and population growth via plundering
I have 7 science ships and I'm only 40 years in. You can get away with five at the game start. It's easy to offset the cap, anyone that doesn't see this needs to learn the game a bit better.
Build unity buildings, and get the XP gain bonuses.
You can raise it later with tech.
Pre-patch saves are not supported (you are going to get a ton of extra bugs attempting to run the new patch on a old save, borderline unplayable).
Also gestalt empires (machine or hive) do not have a traditional council, they get their immortal ruler and "hive nodes" that level up. Other then the ruler, their leaders cannot function as councilors.
Going Adeptive / Statecraft / Harmonly I end up at 12.
I fully understand where you are coming from. At least we can revert to a previous edition and play the way we like. Unlike on console we are screwed. Then it's really "I don't even want to play" anymore. Luckily I was able to eventually love it on console.
I do miss pre 1.9 and would love to be able to play that on console sometimes. At least there is PC we can play on when I want to play a previous edition.
