You can't set minimum prices on stuff like minerals food as they tend to be less than 1. And you can't set 0. Unless alot of empires are buying minerals or food setting the price to 1 minimum for either will cause it not to sell.
The minimum and maximums are not to ensure you get a product at set rate, but to ensure you don't buy too much product at too high of a rate until you have enough excess energy income can afford the buy and have extra.
Energy is best reserved not for buying things but for ship upkeep along with alloy.
Its something that could be improved in an update improving the content that came from the megacorp economic renditions.
