That a special rare techs, you get them slowly with observing pre ftl species.
While observing them, you get a situation where slowly get insights, after you get enough insights, the situation ends and the next time an event happens at the observing planet, you get 1 random insight techs.
This techs are in the biology research option, they give you for example 0.5 envoys and your insults get so good, that you get a small empire wide bonus, when you insult another empire.
You need to research 12 of these special techs.
if you want to speed up your chances a bit..
try a 1000 star galaxy, max out the pre-ftls of course (might want to drop the inhabitable worlds tho, or you will have to many planets around) and set zero other empires and marauders, 1 fallen empire won't make much difference.
for the empire i'd say machine empire (rogue servitor makes sense) and take exploration protocols for a civic..

you start with 2 (science) exploration ships and 1 (construction) engineer ship... they don't have hyper drive, so they can do short jumps and it has to recharge for about 100 seconds, it's both an advantage and disadvantage, you can jump past some systems, but they can't auto explore..
so you might want to research hyper drives before building to many more ships.
