Not able to share tech with Pre-FTL empires?

I've set my Pre-FTL policy to aggressive interference and im unable to ♥♥♥♥ their society or provide technology. Should I be in active interference even though it's a step below aggressive? There is no galactic community at the moment btw.

I didn´t use agressive yet but active is enough to put tech in their bird brains.
