Pre-FTL civilizations - not sure how to interact in 3.7
So, I am doing the normal thing and building observation posts for pre-FTL civilizations.

I have 2 options, passive or aggressive observation. Diplomacy is graying out and I get "This civilization is incapable of participating in diplomacy." Espionage is graying out and I get "Can't spy on them". My policies are set to Pre-FTL interference of Active and Pre-FTL enlightenment of Allowed.

I am not sure what I am missing. Does there have to be a certain period of observation before I can work on bringing them into my empire? Is there a tech I need to research? Any help would be appreciated.

F7 and check your pre-ftl policies. Your empire may be taking a stance of non-interference, which may disable certain interaction options. Give the tooltips a thorough read and you should find your answer.

Thanks, but my policy is set to Active Interference. Maybe when I can change it I will set it to Aggressive and see if that helps.

Is anyone else having this problem?

You will need to build a spy network on that primitive world to influence them and to make them eventually join you.

I actually had to turn it down from aggressive to active because for some reason aggressive doesn't let you do aggressive stuff. It's all very strange.

I'm having the same issue too with the same setup. Nothing i do has made a difference. Diplomacy and espionage is grayed out.

The problem is there's weird stipulations between aggressive and active interference. Aggressive should be completely unfettered, you can do whatever you want. But the way aggressive works is that the *only* thing you can do is invade. Where as actually building them up with espionage in preparation to have them join your empire peacefully can only be done with the active interference.

Passive means you can only study them basically.
