Has anybody experienced the Leaking Sack event?

I got the event after defeating the Wraith. Can someone tell me what will happen? I tried searching about it online, but there wasn't enough information available.

Basically all guardian parade situations, except the Worm, Dimensional Horror and Elder One are positive / harmless. Shard can be skipped if you don't want authoritarian attraction.
