Custom spawned Devouring Swarm not taking advantage of neighbor wars?
so I have this meta evolutionary predators devouring swarm spawned in to have some spice, they are equivalent to me and has a neighbor that is at war and pathetic to me, why dont the devouring swarm take advantage?

The "AI" doesn't make strategic decisions at the level of a human. Presumably there is some other factor not evident from your description that is causing them not to attack. Perhaps they are building up to attack another target, for example.

well, their other neighbor is inferior to me but not at war, idk aint devouring swarm needs to expand? all Im seeing is free food for them

Yes, but I assume you are a human. We might look at the situation and agree that the "AI" ought to attack, but the "AI" can't analyze the situation the way a human can and sometimes they will make strategic errors because of that inability.
If you have not already, you can try to set the AI Aggressiveness to "high" in the galaxy setup. This should make AI empires declare war more often. Unfortunately that needs to be done before the game start.

Maybe you can edit it in the save, but I have never tried that so I don't know if that works.

The AI makes decisions to go to war based on its disposition (in this case, always hostile, so no issue) and relative fleet strength. It doesn't take into account whether the war target is distracted by another war somewhere else.

well, the war made their fleet pathetic, its really weird that the devouring swarm just stand by and watch
