Report a translation problem
I suspect it has something to do with Population being generated right at the cusp of you Embarking, increasing the amount over the trigger for the event.
And it's been almost half a year since I've gathered all my other colonies and nothing changed, except for my economy that has successfully crashed :p
During my proccess I was also involved in a minor war and I received multiple star systems from it, which I then traded to my vassals. If that's the reason I can't proceed with my project now, then it sucks, cause at this point I can't even go to war and I can't wait much longer because I'm almost completely out of resources
It bugged out for me, after I won the game by defeating the crisis (was way over the victory year by then), and it no longer let me embark my capital.
Ot it was because I gifted away my last non-capital colony after building the needle.... What are your circumstances?
EDIT: Hum, maybe gifting Vassals worlds after the Needle is built can glitch it?
I can't really test and confirm if that's what caused this glitch because I'm playing on iron man and now my save is pretty much ruined
