Rare Crystal Manufacturing Tech - Missing
To elaborate; v3.0.3, Vanilla. I'm about 95 in game years in, and for some reason it's like 'Rare Crystal Manufacturing' will not drop, no matter what.
(It was there first 10-15 years, but at the time I had other items of higher priority).

That said i'm doing well in tech progression, I have all other strategics (and the ability to manufacture them) including the ability to exploit the Rare Crystal resource itself. Just not the darn 'RCM' tech itself.

Is there a workaround/resolution anyone might be familiar with? Or is this just terrible RNG?

RNG is RNG. The Chance to show up is reduced by 50% if you have a natural source of Rare Crystals on one of your planets.

There are no requirements other than having access to tier 2 techs, so it will show up eventually.

Check it has not been hidden (if you have multiple stored research options you might need to scroll down). Add a matching tech scientist to increase the odds of it coming up as a new option.

At 103 years in...finally, it drops. Sheesh, good lord. 900 hours of this game, first time running into this. Guess i'll remember to prioritize that tech early on when it comes up in my next Stellaris game.

That’s why it’s useful to have bonuses to Tech Alternatives. In the medium time perspective, it gives you more control of which Techs you have.
