As far as the ai go they will be friends with you but will still try to compete with you, so in absolute its more of an agreement not to kill each other with a bonus happy interaction.
With the ever faintly possible chance they might back stab at any moment.
It'll take you over 1k hour of playing before you can figure out enough of the interface in depth enough to survive long enough only to die from your neighbour empire to repeat again in another game only to die again. And thats not even the hardest difficulty.
With all the recent updates and players wanting harder ai, pretty soon it will be like the final tech support boss fight every waking moment.
Im joking a little here, but not at same time.
Not to mention you could* end up spending a good part of a week playing one build until you get to the final year.
Speaking of which, I still have not managed to get to the final year, I always end up starting a new game.
