If you already have the Robot Workers technology - check to make sure you dont have Robotic workers outlawed in your empire policies.
Maybe go to the offical forum, file out an regular bug report?
Pop growth and pop assembly use different slots. But there is only 1 assembly spot.
You can assemble both organic and robotic pops (Organic pops can be assembled by using such things as clone vats from the genetic ascension path, spawning pools for hive minds, the budding trait for plantoids or ancient clone vats from the origin).
So if a organic pop is being assembled you cannot at the same time assemble a robotic pop.
