What's the difference between normal Stellaris and Stellaris Galaxy Edition?

What if I own base Stellaris? Do I still pay full price for Galaxy Edition?

I looked in the store, it's a separate thing to buy if you already own the base game.

The novel is an interesting read, 200 pages, although a bit dark for my taste. The artbook (71 pages A4 as a document, but it's intended as an A5 size book) however I can thoroughly recommend, you get a real insight into not just the art but also how the game was made. The extra forum fluff is... forum fluff. The extra portrait is really nice if you want a spider-like race. The Wallpaper is a single image of a ship moving towards a planet with two moons that comes in 1280x1024, 1368x768, 1600x1200, 1920x1080, 1920x1200, 2560x1440 and 3840x2160, but it is signed by various members of the people who worked on the game, which is a nice touch.
