After getting that, Apocalypse, MegaCorp, Federations, Nemesis, Overlord and Galactic Paragons all add stuff to the game that meaningfully advances the options available to all empires. I'd say from those you can pick and choose what fits your preferred playstyle the most. (/edit: Forgot to list Machine Age here. It's solid but only got a 20% discount)
The story pack are fine, too, but don't really change how the game's played. Consider them only if you want more narrative content.
I'd say avoid the Species packs until you have all the major DLCs, unless there's something that you want to play with all the time, as they don't really do much unless you are playing such a species.
Definitely avoid Cosmic Storms for now, it'll just annoy you while you're trying to learn the game.
Its year old so might be missing th ne machine exansion which is awesome and the storm which is ♥♥♥♥ tier
They're all good DLCs, but some are much better then others.
Utopia is a Must-Have, the game is basically unplayable without it because it adds so much stuff, too much to describe, just know said stuff is very important to the games fun factor.
Synthetic Dawn is also a must have because you get to play as robots which is pretty cool.
So the starter pack is perfect for this reason. Although it does contain the useless Galaxy Edition DLC which basically adds nothing to the game, oh well, can't do anything about that.
I did buy Toxoids, Aquatics and Megacorps this sale though and they're all pretty good so far, I especially like the Overtuned origin that Toxoids adds, that is uber strong and fun to play.
I am currently playing Overtuned Deep Sea fish people and that's going rather well, they're literal angler fish, since they look like Angler Fish and they have the Angler civic as well as Catalytic Converters civic which is a really nice combo.
For traits I put Aquatic, Thrifty, Fleeting Excellence, Unruly, Non-Adaptive. (although I gene mod Non-Adaptive out straight away).
Ethics are Xenophile, Authoritarian and Militarist. (although only Xenophile is needed for the build to work properly since it relies on trade generation for energy credits, so the other two ethics can be whatever you want)
Build does seem to work pretty well, like a food and trade focused hybrid build. Don't need much consumer goods production either thanks to pearl divers, which lets me focus on science and alloys a lot more. I don't have a single generator in my entire empire which is pretty neat. Pop growth is a bit slower, but not too bad once you get the first pop growth tech.
I will try a megacorp build next run, does seem like a pretty good government type to try for trade builds.
Anyway this is way off-topic by now. Just get the starter pack TC and play like that too learn the game, once you've learned the game decently add more DLC if the sale is still on then, otherwise wait for the next sale since the DLC's are really overpriced when they're not 50% off.
Realistically I would recommend not getting anything and rely on a friend who has them instead.
