Well... you went Cosmogenesis, I wonder if there's something you can research... some kind of Lathe perhaps, and put those Xenos to some... more useful employment?
Happiness, rank and size does not matter. A city state counts just as fine.
the easiest thing is you get points for any research you do, which of course you do anyway.
also build and or take over science nexuses. if you find a damaged one, you can have one you built, one you repaired, and rarely you might get one from another empire.
each one grants up to 800 per year (might be 750, it says minus 50 "per empire" in the galaxy, but i don't know if your galaxy counts in that) either way, you get points.
when you unlock the "thesis" techs, they add a LOT of points.
you need a LOT of points too for the final level, but you just keep getting points as you play.
also don't forget, researching some of the new buildings and ships will slowly anger the fallen empires. (very slowly... i think it's like -10 points to your relationship per tech)
