Dyson Swarm tech gives you +3(literally written on it)
Mega-engineering gives you +2 more for Dyson Swarm and Arc Furnace(written on tech too)
So you can conquer any number from other empires, and there are ruined ones ready to be repaired as well.
Because there is no ingame way of tracking these, i'd recommend this mod

To my knowledge: You cannot. The build limit is permanent, same like with the unique multi-stage megastructures.
You also cannot e.g. build a new Dyson Swarm after upgrading one to a Dyson Sphere.
