They may not spawn at all. The isolationist planets may not spawn any clouds at all. There is a chance you have to go without.
If the Clouds spawn far away from your system and AI has the fleet power ... they will kill them if they want the system (or by exident) :).
AI killing them does happen but not in the first 50 years or so. Rule of thumb I have is that if I have enough of a fleet to kill one, then give it 10 years and I'd expect them all to be gone (except for Great Wound).
I'm playing my games against 25x unbidden, so a bit tricky if I can't get Cloud Lightning...it's just really annoying you can't get Cloud Lightning from AI (or at least, I've never seen it).
It would kinda make sense tho for the grey tempest to have the tech somewhere in the L cluster
