That...Entirely depends on how many pops you have.
Early on, rapid breeders is better. Later, budding is better.

If you're going biological-only you can instead replace fast breeders with "fertile" with genetic engineering. 30% faster is pretty neato as well.

If you are a hive or a Zombie mega corp then budding is better from game start

you don't pick budding if your doing clone origin or building robots.

yea cause they don't work well with each other, i just hoped they might have fixed that issue over time allowing for budding trees with gardener robots xD
