Underlord event trigger

I'm trying to get the Underlord Achievement, has anyone found a way to get the Unexpected Mineral Seams event line to trigger? I've been colonizing planets for hours now and nothing is happening, is the RNG that bad or is there anything I can do to boost the chance of the event?

I had it trigger right at the start of my game.
I was able to pay 1000, then 1500 credits.

I could not afford 2500 for the next stage. And I guess it triggers an invasion.
Still, districts +4, 15% more minerals is awesome.

It triggered at the beginning of the game for me as well, I let the game time continue while it asked to pay credits the third time. then 30 years of war to get the achievement against the beast. on the 4th crusade was the order of Durin successful !

Shortly after I posted this it triggered finally. Then in a new game it triggered on the 4th planet I conquered, but I wasn't subterranean this time so I just got the nice minerals bonus.
