How to get Subjugation casus belli with Overlord DLC?

Got the new dlc, started a new game, the new diplomacy screen has replaced the demand vassal with propose subjugation. I like to roleplay a pirate empire that take vassals by force with Feudal and Barbaric Despoiler and thought that this would add to the fun. How are you suppose to get the subjugation casus belli if it doesn't let you take a hostile stance

It's now automatically gained when your empires power is deemed "superior" to theirs. You still have to follow Stellaris power point system. I still recommend you send a Subjugation request to them before hand so you can design a contract you want instead of possibly a default contract you need to wait 5 years to change.
